Citizens, who wish, may speak on any matter not on the Agenda for a maximum of 3 minutes and sign the Public Comment Roster. 2. Citizens who wish to speak on Agenda Items, sign the General Agenda Roster or appropriate Public Hearing Roster before the item is called to be heard.
