Title II of the Americans with Disabilities Act requires that pedestrians with physical or mental disabilities be accommodated during times of roadway construction, utility work, maintenance operations, and the management of traffic incidents. All pedestrians, including the disabled, must be provided with safe, accessible, and reasonably convenient paths. Such accommodations should be provided when temporary traffic control zones are planned and setup in accordance with ADA Title II, Paragraph 35.13.
